El sector de Agua y Saneamiento en el contexto posterior a la reestatización del servicio: un estudio comparativo de la negociación colectiva y la conflictividad laboral
Ante el actual contexto de retorno al Estado de algunos de los servicios públicos privatizados en los años ‘90, nos proponemos trazar un mapa de los cambios en las relaciones laborales. Al considerar como caso de estudio el sector de Agua y Saneamiento, analizamos los cambios sucedidos en la negociación colectiva y la conflictividad laboral durante el período 2006-2009. Encontramos similitudes entre los principales contenidos de la negociación y los motivos de los conflictos o el ámbito público donde existe una mayor dinámica y mayor conflictividad. También encontramos diferencias en torno de la localización de la negociación y el conflicto y con respecto a los sindicatos intervinientes.
In the current context, where some of the public services privatized in the 90´s are returning to the state, we intend to trace a map of the changes in the labor relations. Taking the Water Supply and Sanitation sector as study case, we analyze the changes that took place in the collective negotiation and the labor conflict from 2006 to 2009. Comparing both dimensions of the labor relations, we find similarities, for instance, among the main contents of the negotiation and the reasons of the conflicts, or in the public environment where there is a greater dynamic and a bigger conflict. We also find differences around the localization of the negotiation and the conflict, and also regarding the unions involved
