Industria automotriz argentina: triple estrategia de inserción en las cadenas globales (1990-2019)

El sector terminal de la industria automotriz argentina profundizó durante los úl- timos treinta años su vinculación con el mercado global automotor en base a participar en las cadenas globales de valor (CGV). El objetivo de este artículo es analizar la estrategia que dicho sector elaboró para insertarse en las CGV desde la última década del siglo XX hasta 2019. Para dar cuenta de este objetivo describimos, en primera instancia, la reorganización productiva en torno a las CGV de la industria automotriz mundial y las transformaciones fabriles operadas a nivel nacional. En segundo lugar, se analizaron los datos sobre producción compilados por la cámara empresarial y la información sobre intercambios comerciales registrados en el INDEC. A su vez, a partir de la base TIVA de la OCDE (que mide el comercio en valor agregado), se diferenció el origen sectorial e internacional del valor agregado en las exportaciones automotrices argentinas. A partir de esto se distinguió el impacto que tiene en las cuentas externas del país el comercio en cadenas (aguas arriba y aguas abajo) del “comercio tradicional”. Como conclusión, sostenemos que esta inserción se sostiene sobre tres canales que, con mesetas y escalonamientos, fueron progresivamente cobrando relevancia en el periodo analizado: 1) la incorporación de partes e insumos desde el exterior a la producción nacional, 2) la exportación de los automóviles manufacturados localmente y 3) la venta en el mercado local de vehículos importados. Over the last 30 years, the terminal sector of the argentine automotive industry has deepened its tieswith the global automotive market by participating in global value chains (GVC). The objective of this article is to analyze the strategy that the sector developed to be inserted in the GVCS from the last decade of the 20th century until 2019. In order to achieve this objective, we first described the productive reorganization around the GVCS ofthe world automotive industry and the manufacturing transformations operated atthe national level. secondly, we analyzed the data on production compiled by the business chamber and the information on trade exchanges recorded by INDEC. In turn, based on the TIVA database,(which measures trade in value added), the sectoral and international origin of value added in argentine automotive exports was differentiated. On this basis, we distinguished the impact on the country's external accounts of chain trade (upstream and downstream) from "traditional trade". In conclusion, we argue that this insertion is based on three channels which, with plateaus and staggered stages, became progressively more important during the period analyzed: 1) the incorporation of parts and inputs from abroad into domestic production, 2) the export of locally manufactured cars and 3) the sale of imported vehicles in the local market.
