Financiarización y desacumulación en América Latina: Administradoras de Fondos de Inversión (2000-2019)
Las presentes notas tienen por objetivo problematizar algunos aspectos del sistema financiero internacional (SFI) en general, y el papel que ha desempeñado y cómo se ha expresado en la economía y la sociedad, en particular en América Latina y el Caribe (ALC). El apartado inicial plantea un horizonte y coordenadas básicas de la presencia del SFI en general; el apartado 2 presenta cómo ha ido imponiendo su poder sobre la economía y en buena medida sobre la sociedad. El apartado siguiente se concentra en plantear que el SFI ha sido dominado por las Administradoras de Fondos de Inversión (AFI); el apartado 4 aborda algunos aspectos de su funcionamiento; el siguiente trata sobre uno de los mecanismos que ha permitido la presencia de los intereses privados en lo público; el apartado 6 refiere cómo los procesos anteriores crean condiciones para que los intereses del SFI estén fuera de toda sospecha para lograr sus objetivos. El apartado 7 sitúa la presencia de SFI en ALC, y el siguiente menciona la presencia de la banca en esa región. Finalmente, algunas consideraciones.
These notes aim to problematize some aspects of the international financial system (IFS) in general, and the role it has played and how it has been expressed in the economy and society, particularly in Latin America and the Caribbean (LAC). The initial section sets out a horizon and basic coordinates of the SFI's presence in general; section 2 presents how it has been imposing its power over the economy and, to a large extent,
over society. The following section concentrates on the argument that SFI has been dominated by investment Fund Managers (AFIs); section 4 discusses some aspects of their operation; the following section deals with one of the mechanisms that have allowed private interests to be present in the public sector; section 6 refers to how the above processes create the conditions for SFI interests to be above suspicion in order to achieve their goals. Section 7 situates the presence of SFI in LAC, and the following section mentions the presence of banking in the region. Lastly, some considerations.
