El Banco de Desarrollo del Brasil en el proceso de neoliberalización reciente (2003-2019)

Este artículo estudia el proceso de neoliberalización en el Brasil teniendo como caso de estudio al Banco Nacional de Desarrollo Económico y social (BNDES) durante el período 2003-2019. Este recorte temporal busca observar la acción del BNDES durante los tres primeros gobiernos del Partido de los Trabajadores (PT) (2003-2014), y sus cambios y permanencias a partir de la ofensiva conservadora que se inició en 2015 hasta 2019, cuando se completó el primer año de gobierno la extrema derecha, antes de la irrupción de la pandemia de COVID-19. La
metodología de investigación consistió en el análisis de estadísticas operacionales, de documentos y de entrevistas realizadas en el BNDES. Entre los resultados destacamos cómo entre 2003 y 2014 el BNDES amplió su poder de financiamiento en beneficio de asociaciones entre grandes empresas públicas y privadas en grandes proyectos, situación que denominamos BNDES conglomerador.
Por el contrario, entre 2015 y 2019 el Banco fue reducido en su poder de financiamiento, orientado a gestionar y financiar una nueva rueda de privatizaciones y a promover la creación de instrumentos financieros en el mercado de capitales privado, momento que llamamos BNDES privatizador. Esta tendencia se acentúa con la asunción del gobierno de extrema derecha, en 2019, lo que redujo aún más su capacidad de regulación y financiamiento en vísperas de la pandemia de COVID-19.

This article studies the process of neoliberalization in Brazil with the national Bank for Economic and social Development (BNDES) as a case study during the period 2003-2019. This time frame seeks to observe the action of the BNDES during the first three governments of the Workers Party –PT– (2003-2014) and its changes and remains from the offensive conservative that began in 2015 until 2019, when the far-right completed the first year of government, before the outbreak of the pandemic of COViD-19. The research methodology consisted of the analysis of operational statistics, documents and interviews conducted at BNDES. Among the results we highlight how between 2003 and 2014 the BNDES expanded its financing power to benefit partnerships between large public and private companies in large projects, a situation we call BNDES conglomerator. On the contrary, between 2015 and 2019 the bank was reduced in its financing power, oriented to manage and finance a new round of privatizations and to promote the creation of financial instruments in the private capital market, a moment that we call BNDES privatization.This trend is accentuated with the assumption of the far-right government in 2019, which further reduced its regulatory and financing capacity on the eve of the COVID-19 pandemic.
