La planificación estatal de grandes programas tecnológicos desde la semiperiferia: los proyectos CAREM y ARSAT
Este trabajo estudia los determinantes de la planificación estatal de grandes programas tecnológicos y su contribución al cambio estructural en países semiperiféricos como la Argentina. Para ello, se propone un análisis comparativo del proyecto del reactor nuclear CAREM y el programa ARSAT (Empresa Argentina de Soluciones Satelitales) durante el período 2006-2022, contrastando sus capacidades institucionales de planificación, el posicionamiento que ocupan en el marco de las respectivas industrias globales y los resultados alcanzados. A partir del estudio, se demostró que, mientras que las condiciones internas determinan la posibilidad de configurar nacionalmente un sistema incipiente de producción e innovación que fomente procesos industrializantes, las condiciones externas ponen un límite teórico al potencial efectivo de estos sistemas y la sostenibilidad de posibles efectos positivos para el cambio estructural en el largo plazo.
The state planning of large technological programs from the semi-periphery: the CAREM and ARSAT projects
This work studies the determinants of state planning of large technological programs and their contribution to structural change in semi-peripheral countries such as Argentina. For this purpose, a comparative analysis of the CAREM nuclear reactor project and the aRsat program (Argentine Satellite Solutions Company) during the period 2006-2022 is proposed, contrasting their institutional planning capabilities, the position they occupy within their respective global industries, and the results achieved. The study demonstrated that, while internal conditions determine the possibility of configuring a national incipient system of production and innovation that promotes industrializing processes, external conditions theoretically limit the effective potential of these systems and the sustainability of possible positive effects for structural change in the long term.
